The Kentucky Small Cities Community Development Block Grant Program maximizes efficiency and program delivery and effectiveness of federal dollars. The following goals and objectives were adopted to promote community and economic development:
  1. To improve the local economies and economic well-being of the people of Kentucky while protecting the environment;
  2. To provide public facilities that eliminate conditions detrimental to public health and safety and detracting from further community development, and to meet other essential community needs;
  3. To improve the quality of life by funding special projects requested by individual communities to enhance community pride and involvement and perpetuate local identity;
  4. Each activity funded under the CDBG program must meet at least one of three (3) national objectives identified in Title I of the Housing and Community Development Act of 1974 as amended in 1983 and 1987. The three (3) objectives are:
    1. benefit to low and moderate income persons
    2. prevention or elimination of slums or blight
    3. meeting community development needs having a particular urgency

LTADD provides direct assistance to the Kentucky Department of Local Government in the implementation of the Kentucky Small Cities Community Development Block Grant (CDBG) Program. Staff are readily available to meet with communities interested in participating in the CDBG program. Particularly, to explain program regulations; discuss application filing procedures and requirements; assist in preparing CDBG applications, including project planning and design; assist in the completion of citizen participation, environmental requirements, project cost estimates; and other necessary and appropriate activities.
