The modern Area Development District concept, originated in Kentucky in 1961 with the establishment of Area Development Councils. These Councils were organized in all of the Commonwealth's 120 counties and became the basis for recommendations to place Area Development authorization in a number of federal acts, including the Appalachian Regional Development Act and the Public Works and Economic Development Act, of 1965.

In 1967, the official designation of the local-state-federal partnership was fully realized by inclusion in the federal acts, making funds available for the final establishment of the fifteen Area Development Districts, or ADDs. The Governor, through Executive Order, directed all state agencies to work consistently with the fifteen ADDs.

The Lincoln Trail Area Development District (LTADD) was funded as an Economic Development District under 301B of Title III of the Public Works and Economic Development Act of 1965 and incorporated in this final system of Districts on March 23, 1968. In 1972, the Kentucky General Assembly provided state statutory authorization for the fifteen ADDs with enactment of Kentucky Revised Statute 147A.050.
