The one stop system is the basic delivery system for adult and dislocated worker services. Through this system, adults and dislocated workers can access a continuum of services. The services are organized into three levels: core, intensive, and training.
Core Services: To be eligible to receive core services as adult in the adult and dislocated worker programs, an individual must be 18 years of age or older. To be eligible for the dislocated worker programs, an eligible individual must meet definitions of dislocation as prescribed by law. At a minimum, all of the core services listed below must be provided in each local workforce investment area through the one-stop delivery system.
Self-Service Informational: (No registration required)
- Outreach, intake and orientation to the One-stop center
- Initial assessment of skill levels, aptitudes, abilities and need for supportive services
- Employment statistics information, including job vacancy listings, job skill requirements for job listings, and information on demand occupations
- Performance information on eligible training providers
- Performance information on the local One-Stop delivery system
- Information on supportive services and referral to supportive services
- Information regarding filing for Unemployment compensations
- Assistance in establishing eligibility for welfare-to-work activities and for other training and education programs
- Internet browsing (job information and training searches)
- Internet accounts (Career Kit, Personnel Kit)
- Initial development of employment plan
- Talent referrals (informational, e.g., talent scouts, labor exchange referrals of resumes without further screening)
- Workshops and job clubs
- Resource room assistance and usage
- Basic One-Stop Services
- Other as defined by the local workforce investment area
Staff Assisted Core Services (Basic Case Management; Registration is required)
- Staff assisted job search and placement assistance, including career counseling
- Follow-up services, including counseling regarding the workplace
- Staff assisted job referrals (such as testing and background checks)
- Staff assisted job development (working with employer and jobseeker)
- Staff assisted workshops and job clubs
- Other as defined by local workforce investment area
Intensive services - provided to adults and dislocated workers, respectively those:
- who are unemployed and are unable to obtain employment through core services;
- who have not been determined by a one-stop operator to be in need of more intensive services in order to obtain employment; or
- who are employed, but who are determined by a one-stop operator to be in need of such intensive services in order to obtain or retain employment that allows for self-sufficiency.
Examples of Staff Assisted Intensive Services:
- Comprehensive and specialized assessment, such as diagnostic testing and interviewing
- Full development of individual employment plan
- Group counseling
- Individual counseling and career planning
- Intensive Case Management
- Short-term pre-vocational services
- Following services
- Out-of-area job search assistance
- Literacy activities related to basic workforce readiness
- Relocation assistance
- Internships
- Work experience
- Others as defined by local area
Training services may be made available to employed and unemployed adults and dislocated workers who:
- Have met the eligibility requirements for intensive services, have received at least one intensive services and have been determined to be unable to obtain or retain employment through such services;
- After an interview, evaluation, or assessment, and case management, have bee determined by a one-stop operator or partner, to be in need of training services and to have the skills and qualifications to successfully complete the selected training program;
- Select a program of training services that is directly linked to the employment opportunities either in the local area or in another area to which the individual is willing to relocate;
- Are unable to obtain grant assistance from other sources to pay the costs of training or require WIA assistance in addition to other sources of grant assistance; and
- For individuals whose services are provided through the adult funding stream, are determined eligible in accordance with the State and local priority system, if any, in effect for adults.

- On-the-job training
- Workplace training and cooperative education programs
- Private sector training programs
- Skill upgrading and retraining
- Entrepreneurial training
- Job readiness training
- Adult education and literacy activities in combination with training
- Customized training
- Other as defined by the local area
